Local Leadership

The Development Authority works closely with City, County, and Chamber officials to accomplish mutually beneficial development goals.

Development Authority Mission Statement:

"To encourage and support the expansion and development of industrial and commercial facilities in Stephens County, Georgia so as to promote employment."

Stephens County Development Authority Cam Parker, Chairman

Cam Parker is the current SCDA Board Chairman and also serves on the Tri-County Development Authority Board. He has been active for several years with the SCDA as Chair of the Property Development & Finance Committee and as an Advisory Committee member. Mr. Parker is the Local Manager for Georgia Power in Toccoa. He is a graduate of Piedmont College with a BA in Business Management. Some of his other leadership roles have included President of the Toccoa Rotary Club, Stephens County Foundation Board, Toccoa-Stephens County Chamber of Commerce Board, and President of the Stephens Education-Literacy Foundation. He and his wife Sarah have been married for 28 years and have three sons.

Stephens County Development Authority Tim Martin, Executive Director

Tim Martin began his service as Executive Director to the SCDA in June 2008. He comes to Stephens County with over thirty years working in community and economic development. Tim also served in the Peace Corps in Bogota, Colombia. Tim earned his Bachelors degree at Florida State University, where he also pursued graduate work. He is a Certified Chamber Executive (CCE), Certified Economic Developer (CEcD), and Certified Economic Development Finance Professional (EDFP). Tim’s leadership roles have included President of the Georgia Economic Developers Association (2000), President of the Georgia Association of Chamber of Commerce Executives (2005), and President of Georgia Technical Colleges Directors Association (2006). He enjoys reading, writing, running, and travelling. Tim and his wife Esther have two married adult children and one grandson.

Stephens County Development Authority Jennifer Blasingame, Treasurer

Mrs. Blasingame was appointed to the Development Authority Board in 2004 by the Stephens County Board of Commissioners. Recently, she was re-appointed for a term extending through 2014. She is a graduate of Piedmont College with a B.A. in Business Administration and Accounting. Jennifer is the Executive Vice President of the Stephens-Franklin Teachers Federal Credit Union. She and her husband, Woody, both natives of Stephens County, have one daughter.

Stephens County Commission Dean Scarborough, Chairman

Dean Scarborough is the Chairman of the Stephens County Commission as well as the SCDA Board Vice-Chairman for 2010. Mr. Scarborough began his service to the County when elected to the commission in 2008. He has served on the Board of Directors of 1st Franklin Financial since 2004. A Leadership Georgia alumnus, his past roles include President of the Toccoa Rotary, Chairman of the Toccoa-Stephens County Chamber of Commerce, and Chairman of the Downtown Development Authority. Mr. Scarborough has been a resident of Stephens County since 1982 and was a small business owner for 31 years. He is a graduate of Young Harris College and the University of Georgia. Mr. Scarborough and his wife Dee have one son, Chris.

City of Toccoa Bob Troup, Mayor

Mayor Bob Troup has served multiple terms on the Toccoa City Commission and serves also as Assistant Secretary on the SCDA Board during his tenure as Mayor. The owner of Hammock Realty, he was previously employed with Century21 Community Realty and also worked for 50 years as a portrait studio owner. Mr. Troup has been active with the Downtown Development Authority and also served on the City’s Alcohol Beverage Control Board. He is a graduate of Toccoa High School and earned his Bachelors degree at the University of Georgia. Term expires: 2011

Toccoa-Stephens County Chamber of Commerce Tim Ash, Chairman

Tim Ash serves as the Chairman of the Toccoa-Stephens County Chamber of Commerce Board and also on the SCDA Board and the SCDA Property Committee. He is currently the President & COO of Stephens Federal Bank, a $230 million mutual savings bank based in Toccoa. Mr. Ash has over 24 years experience in banking, including tenures as Senior VP and Regional Senior Credit Officer for Regions Bank in Gainesville and Cleveland, GA. A High Honor Graduate of the Georgia Institute of Technology with a Bachelors’ Degree in Management, Mr. Ash also holds an MBA from Brenau University. He is a member of the American Banker’s Association Mortgage Market & Technology Committee as well as the Toccoa Rotary Club, and serves as a Deacon and Praise Band member at First Baptist Church, Toccoa. He and his wife Ann have two sons.

Stephens County John Rutan, Administrator

Mr. Rutan has over 16-yrs experience in the government sector and equal experience in the private sector. He graduated with a degree in Fine Art from Georgia State University in 1983 and with a degree in engineering from Southern Polytechnic State University in 1997. He spent over fourteen years as a department head in Henry County, Georgia where he directed solid waste operations, developed a strong background in public works projects such as sewer design, road design, and developed the Henry County’ Geographic Information System. In his last ten years in the private sector as an engineer, his concentration was land and infrastructure development where he designed many residential, commercial and industrial sites. Mr. Rutan is particularly experienced with public works projects, including general planning, design of roadway systems, water systems, sanitary sewer systems, storm utilities, and stormwater management facilities. He is adept with government planning, government budgets, government administration, personnel management, and coordinating with other governmental entities such as federal, state and local municipalities.

Toccoa-Stephens County Chamber of Commerce Wendy Bailey, President

Wendi Bailey started with the Toccoa-Stephens County (TSC) Chamber of Commerce in September of 2006. Originally from Gwinnett County, she and her husband Peter have had a home on Lake Hartwell since 2002. She went to the University of Georgia where she received an undergraduate degree in psychology and a Masters degree in education. She worked at The Home Depot corporate office in Atlanta for over fourteen years as a Manager in Human Resources with an emphasis on employee health programs. She is a mentor at the Stephens County Middle School and serves on the Circle of Hope Board of Directors.
