Development Authority Initiatives

The Stephens County Development Authority has broad powers to accomplish its purpose. Over its history, the authority has been successful in attacting new industry to Stephens County with appealing industrial sites, tax exempt bonds and speculative buildings ready for occupancy. Here are some of the current initiatives:

  • Worked with DCA to designate sites throughout Stephens County as Opportunity Zones
  • Developed SCDA Strategic Plan 2013-2017
  • Collaborating with the City of Toccoa to make improvements to its sanitary sewer collections system
  • Host quarterly luncheons with local plant managers
  • Host Business Spotlight Luncheons with Chamber of Commerce
  • Worked with Southfire to design a new website
  • Hosted Project Managers golf days, Fall 2012 and Spring 2013
  • Received Georgia Ready for Accelerated Development (GRAD) certification for HBBP
  • Assisted OneGeorgia Broadband Feasibility Study Grant, an Implementation Grant and a $1M Equity Grant to expand broadband connectivity in the area
  • Applied for and awarded a $350,000 Georgia Work Ready Regional Grant
  • Work Force Development Committee led the process to become a certified Georgia Work Ready Community (certified November 2009)
  • Initiated and was designated a Georgia Signature Community
  • With help from the state and others, designed brownfields and redevelopment  initiative to redevelop blighted areas
  • Developed the new Master plan for Hayestone Brady Business Park
  • Expanded the community’s wastewater treatment capacity
  • Initiated and secured grant funding to re-permit the Eastanollee wastewater treatment plant
  • Created comprehensive wastewater infrastructure improvement plan through 2025
  • Secured $1.5 million from the DNR through the PCB settlement for the enhancement of tourism

The SCDA is responsible for the recruitment of new businesses including industrial, manufacturing, distribution, corporate and regional headquarters and customer service centers. It also provides support and assistance with all other types of economic development projects.

The SCDA also works with existing businesses and industries to ensure their continued success. While recruitment of new industry is a significant function, aiding in existing industry expansion and retention is just as significant. About 80 percent of all new jobs in Georgia come as a result of existing industry expansion.
